The
Senate and House conference committee on the Appropriations bill for
the Departments of Labor, Health and Human Services, and Education
has reached agreement and a vote on the final bill could come as
early as Tuesday, November 6. The conference agreement includes a
$100 million increase for 21st Century Community Learning Centers, a
substantial increase in a year when many children's programs
received small increases or none at all. The Child Care and
Development Block Grant received only a $32.5 million increase,
leaving it far short of what would be required to maintain the
number of children served. Nevertheless, the bill represents an
important step forward compared to Appropriations bills in recent
years.

Congressional representatives and urge them to support this bill. It
is likely that the President will veto the bill when it passes, as
he has repeatedly threatened, because it exceeds the amount
allocated for children and family programs in his budget. A strong
showing of Congressional support will help to prevent cuts to these
programs in the coming months as negotiations
